Nowadays, web becomes the main information resource with the web technology' s development and popularization. But one of the major obstacles to this has been the fact that most information on the Web is designed for human consumption, and even if it was derived from a database with well defined meanings for its columns, that the semantics of the data is not understandable to every computer on the web. In the long term, the essential method to solve the above contradiction is to change disorderly data into orderly knowledge, to make computers understand the web information and the need of people. Tim Berners-Lee proposed the concept of Semantic Web. It is an extension of the current web in which information is given well-defined meaning, better enabling computers and people to work in cooperation.This paper discusses what semantic web is, why ontology should be built, and what function ontology has, and introduces the structure of semantic web, also points out the relationship of the semantic web and ontology.In this paper the author also analyzes the methods of designing ontology and brings forward a new method through which he has created the preliminary ontology of educational administration domain that is described in OWL. At the end of this paper, the author introduces the preliminary application of the built ontology.
