The 21st century is the economic information age and information has already become the strategic resources of enterprise's development and construction. At same time, it makes a crucial role in industrial optimization, industrialization and modernization. Informationization has already been an important weapon to enhance the competitive ability, to modernize traditional enterprises of our country. Therefore, according to characteristic and the actual requirement of general vehicle management, it is significant and valuable for enterprises to study general vehicle management information system.On the basis of deeply investigating the characteristics of business process of general vehicle management of enterprise, general vehicle management information system for enterprise is designed and developed by using advanced technologies of computer, IT, internet, database, management ideas and theories of system engineering and software engineering. The business process, function model, database system are designed and all the pivotal technologies including the systemic code and systemic security system are analyzed and researched. The thesis mainly includes the following content:(1) On the basis of information impact on traditional manual method and investigating the existing business process of the base deeply, the business process and work flow of management general vehicle is designed to realize automation of application, examining and approving, sending and maintaining for using vehicles.(2) The architecture of the General Vehicle Management Information System is put forward, and its function model and information model is studied and built systematically by means of object-oriented technology and IDEFO and IDEF1X that "863/CIMS" recommended in China on the basis of its the actual needs. Furthermore, the corresponding database system is designed in detail and the problems of data consistency, data concurrency, data issuance in distributed database system are researched deeply which is the base of its successful development.(3) The reading and writing operation of IC card and the states of the IC card which is automatic variation are analyzing in detail. In order to realize automatic management in passageway, the business process of IC card is designed and equipments which is to be considered in stability and security are chosen carefully.(4) From the reliability, generality and economical development of the system, the system of security and information encoding is studied and set up, and the developing strategies are proposed scientifically. Furthermore, the serial key technologies such as maintaining forecast of the system are investigated deeply which is good guarantee in technology to the system.(5) Based on the idea that practicability is prior and advancement is paid attention too, a full-functional, user-friend, easy-to-use archetypal General Vehicle Management Information System is implemented on the open platform, using SQL Server as DBMS and Delphi/Java as development tool, which has put into running successfully.
