In recent years, talented persons have been paid great attention in our society. The decision of the CPC Central Committee and the State Council of the People's Republic of China about reinforcing the talents work pointed out that the great enterprise of a relative comfortable life should base on the talents. Talents are the key to adapt to the developing situation at home and abroad, to perfect the socialist market economy system, to improve the leading and ruling level, and to firmly take the initiative of speeding up development. on Nov 8, 2002,Comrade Jiang Zemin's Report at 16th Party Congress indicated that it is needed to give full play to HR superiority of our country and deepen personnel system innovation , to try hard to form the employing mechanism of pooling the talents together, making every talent finds his proper position, being competent to work both at the top and at the grass roots and being full of ginger. At the 3rd plenary sessionof the 16th Party Congress, a scientific conception of development had been proposed, which core was "taking person as basis". To take the whole strategy view, HR exploitation and management, carrying out the strategy of strengthen our nation by talents has become a important and pressing task of our Party and country. In order to service for our Party and country, for the economic construction, for the common people, archives certainly must get done with HRM work.For the archives, it is the principal and ultimate basis of implementing archive enterprise Sustainable Development Strategy to reinforce HRM and ensure archivaltroop quality optimization; it is the requirement of developing archive enterprise through Science and Technology to reinforce HRM and ensure Science and Technology talents troop' high quality; it is the source of keeping archive enterprise energy to reinforce HRM and stimulate frontier and innovation spirit; it is the desirability of knowledge economy development to reinforce HRM and improve archive information utilization ratio.In this paper, it is systematacially analyzed how to build archives HRM system, based on the summarization of the rich study results of corporations, administrations HRM and archives HRM at home and abroad, combining with the characteristic of archives as scientifically cultural public institution and practical management situation.According to the typical HRM content, the author decomposed the HRM system of archives into six subsystems: basic work, personnel recruitment and appointment, payment management, education and training, performance evaluation, system construction. The six parts were analyzed relatively, interrelated guide-lines and methods were brought forward.Coming into knowledge economy age, confronting with reformation current of public institution, archives should change the intrinsic thinking model and transform personnel management mechanism. The study results of this paper have definite referenced value of helping to build a scientific and rational archives HRM system, and to realize effectively the goal of archival enterprise. In addition, based on this paper's theoretical study of archives HRM, the empirical research of Sichuan provincial archives was carried through, thus this paper's theoretical study value.
