This article describes the development of Apparatus and Instruments briefly, contemporary, analyses the characteristics of the Intelligent Apparatus and In struments and embedded system. The necessary trend of combining both of them and Intemet is introduced too. At the same time, it discusses the methods of the design of embedded instruments based on TCP/IP protocol.The new method of Intelligent Instruments connecting to Internet is based on the design of the chip, RTL8019AS, which is a highly integrated Ethernet Controller made by Realtek Company. It is a real TCP/IP protocol conversion facility, which can convert the data in main facility into network data that can be transport into Internet, and receive the Instructions of long-range terminal to realize the long-range monitor of Intelligent Instrument.The article describes it in four aspects: firstly, Introduction; secondly, The design methods of this system, including the main ideas of software designs (tcp/ip) and the interface of hardware designs; thirdly, the design and realization of the Network Instrument and the hardware interface of field facilities; Fourthly, the software de sign of the connecting of Network Instrument and Internet; simultaneity, the test and application of the instrument is given here. Among those, the second part is about the summary of this design including software and hardware, the third and the fourth part are mainly about the realization of design.
