ITS (Intelligent Transportation System) is an integrated system utilizes multiple technologies for Traffic Information Systems, Communication Networks, Positioning Systems, and for Intelligent route selection systems. ITS can be used to prevent and ease traffic jam, reduce numbers of traffic accidents, and to provide an unimpeded and comfort driving environment. Digital maps play an irreplaceable part in majority of ITS, not only as a platform for displaying but also as tools for position-locating and control operation.This dissertation first provides a generation introduction of the Global Positioning System (GPS) on its operation principle and factors affecting its positioning precision. Secondly, Some issues closely related to ITS, such as data structure, construction of the digital map, are discussed in some detail. The author suggests that a digital map should be constructed by use of Object-Oriented data structure having carefully compared data types in digital maps. A data structure model for Chengdu Digital Map is derived based on this idea and in turn partial city digital map was produced.The method of completing the legion base functions of the digital map is discussed. The mostly functions of the digital map is realized. The emphases are the Map-Matching function and the Find-Best-Path function. Base on the Map-Matching-Arithmetic, the Map-Matching function is realized, and the approving result is attainted. The class Dijkstra-Arithmetic is discussed particularly. Base on the class Dijkstra-Arithmetic, the realization of this arithmetic is completed.
