A new round of elementary education curriculum reform is being carried on in our country. Compared with previous curriculum, new curriculum make innovations and breakthroughs in function, structure, content, implementation, evaluation and management. It has put forward challenges to teachers, and it is imperative to train the teachers in primary and middle schools in teaching idea, teaching theory and teaching techniques. As a training model, school-based inservice training demonstrates advantages in teacher training of the new curriculum. However, the previous school-based inservice training usually adopts traditional education approaches and depends on traditional education environment. In the new situation, with the improvement of educational informationization, school-based inservice training shows some inadequacies.Taking the design and development of web-based curriculum confronted with school-based inservice training as researching subject, this article analyzes the characteristics of school-based inservice training, and it poses the advantages and disadvantages of school-based inservice training in teacher training of the new curriculum. Furthmore, basing on analyzing the traits of web-based learning, this article puts forward the supporting role of web in school-based inservice training, and makes a program for school-based inservice training under web-based circumstances from the aspect of concept, types and macrostructure. On these bases, for the purpose of adapting to teacher training of the new curriculum, the article raises the designing train of thought of the web-based curriculum facing school-based inservice training, makes detailed statements from demanding analysis, choice of learning resources and evaluation of effects, and explains with living examples the set and function of every part and column in the web-based curriculum facing school-based inservice training.
