The user's requirement embodies directly the social requirement for library, it is the fundamental motive force for library advancing and developing constantly. The development of library shows essential stability and the strength of function, library's function is a social expression form of its internal value. Strengthening and enriching its function will heighten its stability. While strengthening and enriching of library's function will improve the quality and level of user service certaintly, the user's requirement is the target and guide, which is the concrete expression form.From the system science point of view, library is composed of some inter-correlation and inter-influence subsystems, moreover, it is an organic component's essential factor of the large social system, undertaking some special tasks in social system. Library should coordinate and reorganize its internal resource, it should formulate and lead the target of subsystem, so that it will achieve the library system interest maximizing. On the other hand, the library should accorder with the requirement of social system, in order to complete its function, seek its exact position.
