Because of the rapidly development and expansion of search engine such as Google, Baidu and so on, university library lose a lot of users. With the development of network technology, especially the emergence of Web2.0 technology, university library also welcome the new opportunities for development. How to reply on concept and technology of Web2.0 to promote information service in library has become the hot division in library and information science domain. But the key of working out the sustainable development of university library under the network environment lies in whether the services provided by university library can meet users'needs and whether can attract users.Users'needs are the fundamental driving force of continuous advancement and development of university library. Therefore, first of all, this paper discusses university library users and their needs under the network environment. Then, this paper investigates and analyzes users'information needs of university library by way of questionnaire designed for users of civil aviation university library. Furthermore, this paper compares university library service under the network environment with university service under the traditional environment as well as introduces existing service models of university library under the network environment and the concept of Web2.0 and application of Web2.0 in the knowledge service of university library. Finally, this paper puts forward systematic solution of service model which are aimed at users" knowledge needs. Those are carrying out the knowledge navigation service with the subject librarian as the core, constructing interactive virtual learning community, strengthening the information integration system construction and application and establishing innovative user-oriented incentive system. After that this paper takes the subject service of Duck university library, the subject service of Shanghai Jiao Tong university library and Douban.com for examples and analyzes them and then envisages the knowledge navigation service of civil aviation university.
