In the 1990s, that is before the China joining the WTO, the most popular word among the native broadcasting and television is "to strong the broadcasting and television industry " "the industrialization of the broadcasting and television industry " "strong the district media" etc. The main view is to realize the industrialization of the broadcasting and television industry in order to gain the advantage in unpredicted competition in the near future. The national broadcasting and television bureau issued the "the blueprint of the broadcasting and show enterprise from 2001 to 2010" . It stress that China is to develop competitive forceful national and industrialized broadcasting and show enterprise groups. Under the guide of the blueprint, the first province-level broadcasting and television groups is established in Hunan province on 27 Dec. 2000. In the following, Beijing, Shanghai, Shandong, Jiangsu, Zhejiang, Sichuan and Guangdong established their own broadcasting and television industry. In addition to the national broadcasting and show groups and Wuxi city broadcasting and show groups, the number amount to decades.This essay is based on the theory of the culture enterprise and industry passed by the 16th national congress. It make full use of the case occurred in the broadcasting and television industry in the process of industrialization of the broadcasting and television among China to raise the problems and to propose the way to solve them. In the essay the author name the development from 2003 to nowadays as conformity period(or called readjustment period). This period is the important turning point in the industrialization of the national broadcasting and television industry. In despite of the different pattern, one thing is sure that is it is under the supervision of the communist party. Thus, the key problem in the development of the national broadcasting and television industry is systemand management innovation. The essay is trying to analyze the problem on the function between voice and industry, the system between old and new, the industrialization between native and international, the person between special and complex and how to solve them. At the same time, the author raises the constructive proposal on how to strengthen the media management and running in the press practice. Hope it may provide some reference to those concerned.
