With the improvement of the computer application technology and fast development of information integration technology, the new generation of information system for medicine has been expanded from the separate HIS (Hospital Information System), RIS (Radiology Information System) into the integrate hospital management information system which including patient information, medical image and the management information in medicine. PACS (Picture Archiving and Communication System) achieved connection of different devices and improved level and efficiency of medical treatment based on high speed computers. It has been an important part of the integrate hospital management information. PACS relates with technologies of standardization, image display and processing, storage etc. The functions of computer which include operation, storage, transfer; display and communication are utilized by Virtual Instrument (VI) Technology. VI Technology is a new try which has been applied to PACS. Firstly, we make an overview on the development and history of PACS in worldwide. The classification, structure and functions of PACS are further studied. The key technologies are introduced detailedly during setting up a PACS based on VI. The international medical imaging and communication standard DICOM (Digital Image and Communications in Medicine) is introduced which defines models, data structures, file format and communication protocol. LabVIEW is main platform of software development,which integrate with C++. The C/S structure is adapted by the system. According to principals of digital image processing, image acquiring, display and processing modules are designed. Data management of hospital image information is developed by using relational SQL Server 2000. At last, the development and value for medicine of the telemedicine system are discussed.
