In recent decades, the role of medical imaging equipment in the clinical diagnosis is of more prominent, a growing number of medical imaging equipment generates a large amount of medical image data. For this purpose, various medical institutions have adopted computer archiving, transmission and processing of medical images.As the international standard in Picture Archiving and Communication Systems(PACS), DICOM standard is an international specification which is respected by most manufacturers of medical imaging equipment and information systems providers, it is committed to solve the medical image storage and transmission problems in differe nt countries, different regions, different organizations and different equipment manufacturers of complex network environments. The certain specifications and languages have been provided in communications, and a borderless, accessible computerized medical imaging environment is built in the plan.This paper aims at the version 3.0 of DICOM standard, with a discussion of the birth, development and prospects, a simple study of the document composition, image model, information model and data model, a detailed study of the structure of DICOM image file storage, data encoding and information organization, a medical image processing system which includes demand analysis, system architecture and functional designing, development environments and programming languages choosing and class entities designing is developed.On the basis of DICOM medical images’ parsing and displaying, partial functions in image processing has been realized, such as window-level and window-center transformation, pseudo-color transformation, anti-color displaying, brightness and contrast adjustment, sharpening, mirror displaying, Tags displaying, the region of interest’s functions, measurement functions, type conversion and so on. This system meets the essential requirements in real treatment activities.
