Recent years, the increasing rapid growth of the telecommunication networks brings more kinds of service demands. Thus easy creation and rapid deployment of innovative applications become challenges beyond the classical intelligent network technology. The next generation intelligent network must approaches to the goals of openness, distribution and integration. One of the key technologies is the open API represented by Parlay API technology.WCDMA network is developing to the next generation network. The virtual home environment (VHE) is the key service concept for the third generation network. It promises mobile user the ability of accessing a large range of personalized services, whatever the location or the terminal. So Parlay, ETSI and 3GPP cooperate with the open service access (OSA) based on Parlay API to realize the VHE.In light of these recent revolutions, this article proposes three possible scenarios for supporting service creation in WCDMA network and analyses their advantages and disadvantages. The first is providing basic services, such as call control and short message service, directly on the switching centers, but it is very fussy and obdurate to provide supplementary services using this method. The second is by deploying the CAMEL network to realize the value-added services. The CAMEL entities must be added in the network and some switching center software must be updated. Ultimately, this article outlines the OSA based on the Parlay API, then the lower communication protocols are screened, easy creation and rapid deployment of innovative applications become possible, and the existing CAMEL entities can also be reused.This article emphasis the provision of short message service on the MSC entity, and summarizes the service creation methods nowadays, outlines the next generation service creation method based on Parlay. Then describes how to deploy the Parlay API in the network to provide flexible and fast service creation, and give a material personal service for example.
