With the rapidly development of the network technology, the demand for multimedia communication is growing quickly. But after a new Multimedia or conference service was developed, a series of tests must be carried out before it is deployed into real networks to ensure its accuracy, security, availability and so on. The service validation environment provides a simulation network environment for the debugging and testing of services.The thesis consists of four parts. The first part gives a brief introduction to the background of the project, the next generation network, service supporting environment and the open service interface Parlay, all of these make up of the bases of this paper.The second part indicates the position of the system in NGN and the interface it provides firstly. And then this paper gives a detailed analysis of the functional requirements of the system from perspective of a tester and a programmer of services.Based on the first two parts, the third part introduces the design and implement of the system. After analyzing the old system, we found that present call model can not satisfy all complex controlling requirements required by multimedia services and conference services. On the one hand, BCSM model can't separate the bearer control from the call control, so that it can't meet the demand of the multimedia call control. On the other hand, the original call machines and the terminal call machines were tied tightly in the present call model, so that it can not be applied to the conference call control, in which the concept of original and terminal call party are not suitable. Aiming at these new challenges brought by multimedia calls and conference calls, a novel universal layered multimedia call control model, which suitable to the testing environment, is proposed. On the same time, this paper offers a new resource management algorithm, with which the resource of the Media Server can be used as effective as possible. Based on the above model and algorithm, the system is redesigned. At the end of this part, author gives several test methods and strategies, and the availability of the new system is proved after carefully testing.In the end, this paper makes a summary of the author's work during the project and points out what should be improved in the system in next stage.
