Research On The Exploitation And Utilization Of Agricultural Information Network In Hebei Province

This thesis overviewed the current situation of the exploitation and utilization of agriculture information network both home and abroad, summarized the apocalypse brought up by the exploitation and utilization of agriculture information network abroad and the differences between our country and western countries and the problems in the development of agriculture information network of our country. It also defined some concepts related to the development of agriculture information network, analyzed the experiences achieved by the development of information network in Hebei province. The thesis emphasizes in exertion of the function and responsibility of the local government in the developing process of agriculture information network, construction of information service system, cultivation in skilled and experienced staff, and so on. This thesis comes up with the notion of "agriculture information". It discussed the key problems in the utilization of agriculture information network such as "the last kilometer problem" in the network extending, the sharing mechanism of information resources, the consummate system of the agriculture information network and revealed that the weakest link in network development was the lacking of information service organization, the restricted element in information network using was shortage of talented information service people, the difficulty in information sharing was due to the shortage of administrative coordination and macro planning. In the last part of this article, the author proposed countermeasures for the exploitation and utilization of agriculture information network in Hebei province: limited objectives, stand out priority areas, project driving, setup information resources management center and Hebei province IT research center.
