All kinds of communication equipments are used in the telecom network in China at present, the equipments of each telecom equipment vendor have their exclusive network management systems which are very different in software architecture, protocol specification, interface and operation, at result of it, the telecom service providers can not manage all equipments in a way of centralization, unification, effectiveness and may causing some problems such as low efficiency and high cost in network management, difficulties of quick application of new technologies. As to a telecom equipment vendor, because of the lack of a uniform development platform of network management system, network management system is developed individually by a department of the vendor from operation system and protocols to application in a whole procedure which is not a second development based a uniform platform, thus, the development of a new network management system must be started from scratch which will result in iteration of development, waste of resource and incompatibility of these systems. Therefore, a uniform development platform of network management is required to provide a base for each equipment vendor or each department of a vendor to develop its own network management system. The network management system that is developed by this way not only has the uniform interface specification for convenience of telecom service provider but also reduces the cost of development of software greatly. The paper firstly introduces the conception of telecom network management and then introduces the basic conception, architecture, management function of Telecom Management Network (TMN). On the basis of studying TMN, this paper dissertates the general design idea of uniform development platform of network management and then analyzes the design theory and processing procedure of main module in subsystems of this platform. At last, as an example, signal trace which is a tool often used in telecom network management is realized in this platform.
