Research Of PKI And E-Government Application

The technology of E-Government is a new technology of computer application, which realizes the electronic governance and social service by the information technology and network technology. It is an important base to the innovation of the government system and the functions of the government. However, because of the open design of computer network, when people profit from the advantages brought by the E-Government, they have to confront the increasingly serious problem on information security. How to dispel the security and trust crisis in the E-Government building and developing, ensure management and service function of government effective, become an urgent problems in the way of E-Government popularization.Public Key Infrastructure (PKI) is the most comprehensive technology in the information secure field. Meantime, a lot of new technology in PKI, such as architecture, algorithm, Key management, are appearing constantly. Our country is big country in the field of network. It is very necessary and very urgent to develop our own PKI technology. In view of this, this paper is devoted to the PKI and security application study in the E-Government filed.In this paper, a PKI model named LPKI (Lightweight Public Key Infrastructure) is presented, and the model is implemented as EG3S (E-Government Security Supporting System) in the E-Government filed. Further, a security application - ESM (Electronic Seal Middleware) is implemented based EG3S.Specifically, the contribution in this paper includes:· The efforts on the theory of PKI and its standardization. This is the foundation work in this paper.· The presentation of LPKI model and the consideration of certificate manager, authentication, right manager and security policy about it.2 Further investigated domestic and international E-Government architecture, present setting up unified E-Government securitysupporting system (EG3S), and implement the LPKI model in EG3S.·Based on the EG3S, design and implement the Electronic Seal Middleware Oriented E-government, present the security circulation scheme of the official document of stamped signature and the scheme of an official document with more stamped signature.·In the course of designing and realizing entirely , introduce the latest UML and J2EE technology among them , provide a kind of advanced design and implementation method.
