Currently, as a new branch of e-government systems with many advantages, mobile E-government system has been widely recognized and gained greater development. On the other side, since its open and complexity wireless environment, E-government system is more vulnerable and easy to interference and illegal invasion with more secret method. Therefore, information security of mobile E-government system has become a new hotspot.Public Key Infrastructure (PKI) technology can perfectively solve security problems of E-government just facing, including integrity, confidentiality, authenticity, non-repudiation and other security issues. But in practical use of PKI in mobile E-government, these exist some problems such as low speed of providing certificate, only supporting file certificate. In this paper, the major research content is to solve these problems and the major work target is to establish a set of safe, credible, and high performance security system for mobile E-government. With this target, the problems existed in PKI practical use, the foundation technology, and the requirement of PKI in mobile E-government have been seriously analyzed, and provide an improved solution of digital certificate register system based on smart card for mobile E-government which has been confirmed in real project.In this paper, certificate registration system in mobile government system specific application, focusing on the current smart card computing power shortage problems, we propose a modified smart card security registration program, it include these three parts:1. First introduced the trust matrix concept, using RA calculate confidence matrix, mobile terminal matrix information stored smart card and certificate trust list HASH value the idea of reducing the computational complexity of the smart card and certificate pre-stock,2. Enhancing the mobile terminal registration, certification efficiency. Program also focused on the security certificate of registration has been designed for online update registration information update protocol proposed CMP and use BAN logic to prove its safety.3. The design and implementation of improved smart card registration programs on the mobile police certificate registration system was carried out to verify the feasibility.
