The Key Technologies Research And The Realization Of The Resource Integration Platform For Information Service In E-government

After china's entrance into WTO and the closing of China 2008 Olympic Games, our government function need transform from management to providing services, so the reformation of E-govemment is one of kernel duty, the resource integration platform for information service is regarded as an important window by which government provide information services. Its success or failure has decisive effect on building a more just and efficient government and on providing services to public more convenient. Because government is the biggest owner of information, and which is not only updated more often, but also relate to many department and demand higher security, it is most important about how to fast build a platform up to above demands, and how to organize and manage all of resource efficiently.This paper introduces the key techs research and realization of the project developed by Xinjiang team on the background of the state 863 project named "West action for reducing the gap", which include 3 key technologies about:1. The fast prototype-constructing technology about platform: We make use of the last model, block, and the page assembling and relating technology to realize the prototype-constructing, which implements designing the layout and style of page flexibly, and dynamically Publishing the website. The paper introduces the concrete realization by descripting the model and block technology and the page layout engine ,the management engine, the storage engine and the page creation engine.2. The Chinese and English IR system: On base of the Java IR toolkit of Lucene ,we develop a efficient and high performance IR including Chinese and English, in particular, adding the subsystem of Chinese auto-segmentation into IR, which improves the right search ratio, and saves the index space ,for the more, it has the word-filtering function. In this paper, I recommend the Chinese automatic segmentation system with the design of Chinese E-dictionary, the word-matching arithmetic and a new ambiguity-distinguishing method.3. The RBAC tech: Considering the System characteristic, we make use of the thinking of RBAC into the BtoS System, and realize the whole role control in it. On the one hand, it decreases the complexity on granting right to access, on the other hand, it ensures the resource is accessed by security mode.The developing and building of the platform will provide the technology support for the west region, and advances the balance developing between west,, mid and east region, and accumulate the valuable experience.In one word, It have great significance in many ways.
