Currently, "E-government" ranks in the first in the five application fields for "information speedway" in the world. E-government system is the main body of governmental information infrastructure. In building e-government systems, each government has designed information systems for centering on the government institutions according to its own condition and requirement, that is, institution-centered e-government. These systems generally adopt different technology standards, different software and hardware platforms. In this case, information resources scatter in different government institutions dependently, and form "information islands". Consequently, as the farther development of e-government, the information sharing in different government institutions and the information service for the public are difficult, and become main issues that should be resolved imminently in e-government.Aiming at public-oriented electronic service, this dissertation researches on the "one-stop service" framework, information integration, information exchange and personalized information service in e-government system.Contributions of this dissertation include:1. Summarizing the connotation of e-government, discussing the four application patterns in e-government, analyzing current states and development tends in e-government, and also probing into the problems existing in current systems.2. Researching on the framework of e-government system on the whole, including the hierarchical architecture and "three networks and one database" platform. After summarizing characteristics of government web portal in our country, analyzing the limitation of service model that centers on the government institutions traditionally, "one-stop service" framework is presented, which is a single, function-driven face to the public. Functions of main modules for this model is also described.3. Discussing the contents and characteristics of government affair information, analyzing the imminent demands for the information integration. Presenting a XML-based information integration framework in e-government system, and describing its main functions.4. Researching on the information exchange model based on XML. Discussing the mapping types between XML file structure and database structure. Putting forward a DOM-based mapping model between XML file structure and relational database structure, and accomplishing prototype of this information exchange.5. After analyzing the user's demands for personalized information service in e-government system, this dissertation put forward a personalized information serviceframework based on data mining, and describing its main functions.6. Researching on key techniques in the framework, adopting document classification mining to filtrate the information that users are not interested in, and adopting document clustering mining based on SOM to build personalized character database for users.This dissertation emphasizes on the public-oriented electronic service, which is a research hotspot for e-government at present. Using XML technique and data mining to research on "one-stop service", information integration, information exchange and personalized information service, it has important theoretical significance and wide application foreground.
