When we entered the 21st century and now are in a great new era of information, the Computer Network, especially the Internet, which plays key role in the development of anthrop sociology and technology, has been a part of the each social realm indispensability. The race develop, educate in advance, when the Network is used more and more in teaching, it improves the content, methods, pattern, thinking and even the system of education. Especially, the E-learning, as the combination of education and Internet, is a pioneer in all attempts of educational reform. Therefore, more and more teachers work on the educational practice and research based on network environment. The design and development of network courseware which plays one important part of network educational resources, has been one of the most important research fields in modern educational technology. The excellent design and development of network courseware will influence not only the accomplishment of E-learning, but also the reform and evolution of the entire educational system.By expatiating the design, development and application of network courseware and discussing the estimating processes, this article clarifies the active effecting of network courseware in improving education informatics and creative talents, then advances the problems needed to mention in design, development and application of network courseware. This article also provides the foundation in both theory and practice, in order to develop and widely use the network courseware.The first part discusses the relationship between environment and education, further between the network environment and education, and then points out that the network provides more space in education than normal ones. By analyzing the present status and developing history of both domestic and abroad education system, this part also mentions the difficulties in improving domestic network education.The second part briefly introduces the catalog of resources in network teaching, the definition and the character of network courseware and the significance of developing it.The third part, the design and development of network courseware, is the core of this article. First, it defines the principle of designing network courseware. Second, this part illustrates the developing methods of network courseware. Third, this part mainly discusses the developing processes of network courseware, which includes the following stages: problem analysis, instructional design, system design, producing and composing, and tryoutand evaluation. The problem analysis stage is discussing the network courseware's developing necessary which decided by teaching content, society demand, student demand and feasibility. The necessary decides the content of the network courseware. The instructional design stage includes: character analyses of each student, teaching content analyses, teaching aim analyses, teaching strategy analyses, teaching media choice and producing the final written manuscript. The system design stage includes: main frame design, WebPages format design, interactive design and navigation design; In the end, forming fixed producing scripts; The producing and composing stage means the accomplishment of network courseware in details, which includes collecting and producing network media; coding, combining and publishing WebPages; The tryout and evaluation stages is a "after service", which means according to the feedback of bugs and problems, the network courseware is gradually corrected to meet people's satisfactions. According to the twist and turns of me in developing network courseware, the final of this part mentions some useful experiences.The forth part discusses the application of network courseware. First, the network courseware accelerates Integrating Information Technology into the Curriculum (IITC). Then, the network courseware improves the reform of traditional teaching structure.
