A Study On Mangement And Decision Support System Of Local Human Resorces

Development of human resources is a matter of the utmost concern for each country in the era of knowledge economy. However, 70% remains in the village in our country, thus human resources of village are rich and lack of persons with ability, and which is one of the fundamental contradictions between economy in country and development of society. In order to accelerate the development of country economy, the central leading body of the Party has made the decision to accelerate the development of farming and country economy, and they have put forward that cultivating technological talents who go in for farming are not only the root of developing farming, but also a strategic measure for applying science and education to thrive agriculture and develop country economy. We should regard developing talents of country as a strategy of cultivating talents.However, the qualification and informatization of management, layout, test and diagnostics about country human resources, there are scarcely any management concerning the matter. In order to carry out standardized computer management to Guizhou Province's local talented persons, we have undertaken the software development project about " Local talented person management system in Guizhou Province " in the personnel departments of Guizhou Province. I try to take this project as the foundation and the backing to conduct the thorough research on the management about human resources of country in the article.The following works have been done in the passage:(1). Introduced the method of exploitation about management information system and the decision support system. (2). Introduced the development technology about database application system, specially some critical technologies which base on the pattern B/S.(3). Combined the reality of rural human resources in Guizhou Province, and developed about software on " Local talented person management system in Guizhou Province " for personnel system of Guizhou Province, such jobs as this system can realize the native's talent management, inquiry of the data of the township, counting and so on. The software has already been used in the personnel department of the whole province now.(4). Introduced the development technology under B/S pattern systematically. On the foundation of database which the local talent management system established, we have applied the unified method of testing and evaluation in fuzzy mathematics and ASP+IIS+ADO technology to develop the selecting system about local talents under the pattern B/S. This system can cause talent's appraisal and selecting as fair and objectively as possible through formulating the testing and appraisal index system about local talents.(5). Discussed the planning model's establishment about human resources of country.
