Telecommunication Management Network (TMN) is a new-style network which manages telecommunications network. Its basic concept is to provide an organized network structure, so as to obtain interlinkage among different operating systems or between operating system and telecommunication equipments. According to TMN regulation, performance management provides functions to evaluate and report upon the behavior of telecommunication equipment and the effectiveness of the network or network element. Its role is to gather and analyze statistical data for the purpose of monitoring and correcting the behavior and effectiveness of the network, network equipments or other equipment and to aid in planning, provision, maintenance and the measurement of quality.So, as to primary functions, various network performance management system based-on TMN is similar to each other, but they have great difference in implementation. It results in wasting development resource and greatly reducing productivity, and what's more, it goes against extension in the long run. In order to overcome the above disadvantages, the theses makes a good use of software reuse concept and deeply analyzes performance management specification that TMN imposes on, and then advances a universal network performance management system based on TMN. It provides a common framework for network performance management system based on TMN, and implements common function among various performance management systems. Using common function provided by this system, it is convenient for specific application developers to implement their own performance management system. As a result, it greatly improves development efficiency, extension, and maintainability of the system, at the same time, it can be adapted to all equipments at present and all coming in the future which meet with the TMN standard regulation. The system includes task management, data collecting, performance threshold management and performance real-time watching.In conclusion, the theses contributions focus on:Describing basic knowledge about TMN and its performance management;Describing several key technique which the theses needed such as UML, J2EE, Pushlet and software reuse concept;Proposing a Universal Network Performance Management System andintroducing its main framework;Explaining particularity the design of system's universal database;Analyzing design and implementation of its servel function module and introducing how to implement actual network performance management system based on this system.
