E-government is that the government uses modern information and communication technology in the management and service function, realizes the reorganization and optimization of government's institutional framework and workflow, to surmount time, space and restriction which the department separated. It is the change of government's management to offer the high-quality, normal, transparent service to the society omni-directionally.Generally speaking, the government's main function lies in economic adjustment, market supervision, social management and public service. And E-government is to take these four major functions electrification, networked, utilize the modern information technology to carry on the information-based transformation to the government, in order to heighten the level which the government department administers the state according to law. The E-government's essence is to structure an electronic government nationwide, handle official business of existing government through Internet technology, change them into the new-type management system, adapt to the fictitious , global Digital economy based on knowledge in order to meet the basic transition of the social operation way.The E-government is the hot question that our country has begun to be set about studying in this year. The development of the E-government of our country meets two main difficult points, the first is the question of detached island of the information, and the second is a body question of the E- government. That is to say, the data exchange between the isomorphism or heterogeneous platforms of every government's department hasn't the unity form, cause the information sharing to be difficult; Every department system isolate , can't offer the one-stop service for end user , no perfect solutions so far of E-government.Adopting XML makes the data of the E-government set up on the open standard in common use, can satisfy data exchange and information sharing between every department of the government and enterprises; Adopting Web Service technology makes it possible for government's every department, enterprises to integrate application through Internet, and solves the integrated problem of the E-government.Aiming at the mechanism of general safe protection which should be offered by the intelligent believing in and authorizing serving platform of national E-government, egXML has increased the expansion of the safe mechanism on the basis of norm of the file, which has made government public affairs' expression and security mechanism in business flow be combined together organically, and give play to the advantage of XML language to the maximum extent.Web Service really needs to solve the problem in discovery, description, security and management, etc moving to maturity. Though existing Web protocols and technology protocols and technology put forward newly can solve some problems partly, but a lot of problems wait to be solved. Believable Web Service technology can solve the problem above, the technology adopted mainly includes: The believable simple object access protocol SOAP, believable Web service describing language WSDL and believable universal describing, finding and integrating protocol UDDI.The data integrating is the procedure of sharing or combining data that coming from two or more applications, and establishing one enterprise application which will have more functions. In order to combine the data, data modeling, unified data system designing and developing, extracting, cleaning and transforming works of original system data are generally needed. The standardization and unification of the data are foundations of the data integration. The development trend of data integration is to adopt XML technology which is standardized and easily expanded as the criterion of information exchange between different systems.
