| Along with the rapid development of information technology, the information sharing and interconnection exchange had become important issue which the current E-Government constructs faced day by day. The E-Government of the PUTUO District, Shanghai Industry and Commerce Bureau had achieved their business-related management information systems gradually, which could also implement simple-daily transactions, but it could not achieve data exchange and sharing.Once the business system had a little change, the other business systems should have to give a large number of complicated updates. The development of e-government had been hampered by these problems, so it was necessary to develop a data exchange platform system.First of all, the present conditions and existing problems of the data exchange platform system in Shanghai Industry and Commerce Bureau are discussed, so as to make the necessary of developing the data exchange platform system based on Web Services clear. Based on it, the way of data exchange platform system running is analyzed. And from the characteristics of Shanghai Industry and Commerce Bureau, the function requirement of the data exchange platform system based on Web Services is discussed and the system architecture is analyzed. Then the core subsystems such as the data transmission, the data conversion subsystem, the Web services interface module and the exchange service management are designed in detail. Based on Web services, it is discussed the communication of data information between each departments and the sharing of the date information between the relative departments. Finally it is discussed the application of the situation, which is running in PUTUO District in Shanghai. |
