It clearly says in The National Programmer for Educational Reform and development that "It is the matter of fundamental importance to build up the teaching staff qualified both in moral and profession in a properly organized and relatively stable environment". In the 21st century how to evaluate the teachers scientifically, promote the teachers developing professionally and improve the education quality have become the major subjects in educational reform and development. The evaluation is an important part in educational evaluation. Therefore, whether the evaluation is fair or not will influence the zeal and attitude towards the teaching work to a great extent.From theory this thesis mainly expounds the newest opinions on educational evaluation, introducing the developing process of Chinese and foreign educational evaluation, various mode, the process of performing the educational evaluation, the establishment of evaluation index system and the method with which to perform the teachers evaluation. Meanwhile, from the developing aspect it discusses a new idea of evaluating teachers in stuff educational and developing environment。From procedure it explains the function of the evaluation system, which saves labor by yearly managing to test teachers with computers. And on the other hand it embodies fairness and justice. Besides the traditional way to evaluate the teaching, this system has a major character: making full use of the experience accumulated by experts in their school education to instruct and evaluate the teachers' job. This experience can be changed into counting formula and by carrying out it, the working of the teachers can clearly and directly shown; at the same time it can help them to analyze the pros and cons in their work, for example, it can display the different items of the scores of a class, analyze whether the students need improve their basic knowledge or ability; thus it can efficiently direct the teachers make some adjustment in their next period of teaching and do better work in future.
