With the extension of the scale of higher education, the higher education in our country at present has moved into a new development stage of popularization, and the construction of teaching quality assurance system in higher education is just inevitable. Teaching is the core of colleges and universities, and the teaching quality is the lifeline of them. Scientifically and appropriately carrying out the comprehensive teaching evaluation among college teachers, via modern internet information technology, is a good way of promoting the teachers'developments and assuring the improvement of teaching quality in colleges and universities.Based on the former studies about teaching evaluation in and out of China and the teaching practice in Shandong Vocational College of Information, this paper covers the foundation, the construction of index system, weight ascertainment, scope of subjects and procedures of the comprehensive teaching evaluation of college teachers. According to the work flow of comprehensive teaching evaluation, this paper also includes the general structure design, system database design and system module design of the comprehensive teaching evaluation; and the programming and operation of the system are also studied. In conclusion, the major achievements are as follows:First,On the basis of the practical teaching in colleges and universities and the study of many evaluation index systems, the paper suggests using teaching attitude, teaching content, teaching method, teaching ability and teaching effect as the indexes of the evaluation, which forms a complete index system of comprehensive teaching evaluation appropriate for our university, and gives evaluation criterion for the evaluation.Second,the paper makes a comprehensive analysis of how to decide the weight of evaluation index, decides all the index weights of the comprehensive evaluation, and presents a mathematical model for the evaluation. Third,the paper adopts the method of combining the evaluation results of students, peer teachers, and experts, and makes a detailed analysis of the procedure and interference factors of the evaluation. Last,the paper designs and forms the structure of the comprehensive teaching evaluation system of college teachers; based on B/S structure, using ASP.NET to do the programming, it realizes the evaluation function of the comprehensive evaluation system and then tests it, via the powerful SQL SERVER database management system.The systems running show: the realization of the comprehensive teaching evaluation system of college teachers improves the efficiency of teaching evaluation, and the validity and reliability of the evaluation results, and also decreases manmade inaccuracy, which helps to achieve the set goal of the evaluation system.
