| Under the leadership of Weifang city agriculture commission, Weifang city has made a great progress in the realization of concentrated, intensive and moderate scale land management by accelerating the reform of rural property right, and actively guiding the agricultural industrialization leading enterprises and other business owners, and around the key industries, with projects as the carrier, and through leasing, subcontracting, becoming a shareholder, transfer, and other forms to carry out the land circulation. Obviously, realizing rural land intensive management through the transfer of land use rights is an inevitable trend. With land trade increasingly frequent and trading area more and more bigger, there are higher requirements for the management of the transfer of land use rights. Therefore, it is necessary to establish a set of professional comprehensive management information system of rural contracted land use rights to complete this work.The comprehensive management information system of Weifang city rural contracted land use rights adopts the Browser/Server architecture, and the client can operate business through the WEB way. Operating terminal is divided into two categories:custom terminal and common browser terminal. It needs to install special client software in custom terminal, which can complete system’s management, query statistics, etc. But it just need to install generic browser software in common browser terminal, which mainly can complete daily operation and query statistics function for person in charge.Finally, the system achieved cadastre information management, right verification and certification management, land circulation management, contract management and information dissemination management and other functions. All farmers contracted land plots and other basic information is input into information management platform to realize information management. When contracted land changes, person in charge can directly login in the computer and modify information and indicate changes in the variable field relying on the contract and transfer contract. All the detail and change process can be operated and reflected on the computer to solves the problem original manual changing caused, which are complicated formalities, contract record beyond recognition and messy field located,length and width after repeated changes while changes in the farmers land contract record. Because changes are documented, a bottom to be found and its process is clear when changes the contracted land, it can stop and prevent the occurrence of disputes of the rural land contract to promote the rural social harmony and stability.The system also implements the function of data import and provides the summary tables and detailed statement of land management for statistical analysis. The deployment and running of the system basically meet the requirements of the transfer of land use rights, and achieve the efficient management of the transfer of land use rights, which makes complex business operations in an orderly way and reduces the burden of the staff to improve work efficiency. |
