As far as the future backbone network' requirements of high-speed, multi-services, high QoS and economy are concerned, this paper discusses the requirement of IP over ATM technology and the development of IP over ATM technology, generalizes the classify of IP over ATM technology and compares their advantages and disadvantages, so MPLS technology is pointed out as the development trend of IP over ATM technology.MPLS is new technology that can expedite the speed of date transmission and switch in open communication network. Since it is proposed in 1997, it has been developed quickly for efficiency and compatibility. It brings connection-oriented feature into connectionless network and fits for lots of existing networks, and it ensure the interconnection of all kinds of network.. The basic features of MPLS are : reducing the complexity of the network, uniting the existing fashion network technology, reducing guaranteeing the QoS and security when providing network traffic , and supporting the function like traffic engineering that improve the network operation efficiency. So the paper discusses in detail appearance background of MPLS, work theory, key technology as well as QoS guarantee mechanism based on MPLS traffic engineer technologies.Based on the work of the previous chapter, stressly studies MPLS traffic engineer is used in intelligence building communication system, analyzes the features of intelligence building communication services , discusses how to implement communication services by MPLS , and study MPLS label technology and the performance of MPLS traffic engineer, analyzes through simulation by OPNET network simulation software, improvement of network performance and QoS guarantee based on MPLS label distribution and transfer and traffic engineer.At last through experiment the result is carried out which MPLS has good QoS performance, and expects to study more questions of MPLS traffic engineer congestion control.
