MIS is very important to enterprises but traditional MIS can't meet the need of enterprises today. The models of organizations in enterprises shifting from hierarchical and functional to process-centered, process often verifying and process becoming more and more complex, traditional MIS not supporting BPR, so a new MIS development facility based on XML and the theory of workflow is brought out in this thesis to assist the development of MIS.First, a survey of XML-technique and workflow-technique is given. The implementation model of the generic workflow product is emphasized.Second, this thesis analyses the demands of enterprises today and the disadvantages of traditional MIS. The idea that applying workflow- technique to MIS is affirmed.The theory frame and implementation scheme of a new MIS development facility based on XML and the theory of workflow are brought out according to the experience in development of traditional MIS. As for process modeling, a definition based XML to describe the process of workflow is given so that the facility can be used on different platforms. In the implementation of the facility,the designing tool of workflow includes a process definition and a manager of enterprise resources. The whole system includes tow sections: workflow interface and WFMS. A description of function and running mechanism of two sections is given. XML is regard as format and JAVA SOCKET is regard as mechanism communicating between two sections.By using the new MIS development facility based on the theory of workflow, the developing steps are given to conceive an application. An example is given to describe the whole process.
