With the rapidly development of 3G mobile communication system and the network technology, ALL-IP has increasingly become the inevitable trend of the future mobile communication network. The research of the interface protocols between MSC and BSC plays an important role in the cdma2000 system based on IP.In this paper, the network architecture of the CMT system is discussed, a distributed MSC architecture in circuit-domain is proposed, then a conception of IP-based A interface is introduced. And simply review the forming process and evolving history of A interface in CDMA system, then describes and analyses the interface between MSC and BSC defined in 3GGPP2 S.00001-A.Design and implementation of the interface protocol between IP-based MSC and BSC are the core of this paper. In the designing part, the feature and the network architecture of signal/traffic/control streams between IP-based MSC and BSC are emphasized. Detailed design requirement and project of the IP-based interface are proposed .IP-based protocol design of the signal sub-interface between MSC and BSC is completed including protocol-stack architecture ,measure of signal-link ,message and message unit ,timer and protocol scenarios .And the feature and the control stream model .So an integrated IP-based interface protocol between MSC and BSC comes into being . In the implement part, The software design of Al interface signal processing in call server (CS ) is completed ,and dividing the software modules ,discussing the software mechanism Resigning important data structures ,and describing the software model of calling scenario .
