This paper is sponsored by the National Natural Science Fund, and it's an very important component for the "The Key Technique Research for New Generation Air-Traffic-Management-System Project" and "Small or Middle Scale National Air-Traffic-Administration-Center Moderlization Technique Equipment Creative Project". It describes the architecture of the A-T-M&C-S Middle-Ware design, and analyzes its technique feasibility. A-T-M&C-S schedules the air traffic tasks, and guarantee the safety of the tasks. The development of the A-T-M&C-S Middle-Ware is much of important for meeting the fast development of the National Civil Air Traffic Administration. To develop an independent National Military A-T-M&C-S is also critical for the modernization of national defence construction.Our new structure design and analysis is based on the original A-T-M&C-S software design, but we restructure it in Middle-Ware designing style. First, we introduced the basic operation princinple of A-T-M&C-S and its function modules. Subsequently, we divided the system into six major modulars: Real-time clock function modular, Real-time process schedule modular, distribute DB management modular, net-work monitor modular, message control modular, and mistake torlerance modular. The Real-time clock function modular and Real-time process schedule modular incarnates the Real-time character of the A-T-M&C-S and they are the major research work of this paper. At last, we discussed some key technique anddesign some experiments, with the results, made a conclusion about the feasibility of this design.This system has some characters contrast to the original design. (1) We revised the central controlling mode of the original system into a distributed mode to make it to be a Middle-ware, which can overlay on different OS. (2) We added a Soft Real-Time Process Schedule Modular to manage and control those air traffic tasks under a UNIX OS with Time-Sharing character, which can help to meet the Real-Time requirements of the A-T-M&C-S.Surely, this structure design has some parts to be improved, such as the distribute Database mangament modular needs specification in detail, and the fault-torlerance modular needs perfections. All those are the work to be done later.
