After being the member of WTO, the market of telecommunication would carry open policy more and more. Foreign companies must compete with us because of their join in the market. As the maintenance department of the CNC exchange equipment ,we must offer the accurate data of the varied traffic flowing volume and varied traffic flowing direction for the market department at any time, real-time monitor the varied condition of the traffic, the data could not be got from the exchange. Group Company and Provincial Company made the system of indication to judge the working of net. The indicators could not be got from the exchange. So-far the data of the switching equipment is very original. They could not be understood by unprofessional operators. Even for the professional engineers, it also takes complex handworks to get the common value of Network Connection Rate. In order to improve the maintenance efficiency ,work paperless to realize the indication system by Group company and provincial company, get used to the intense market competed circumstances, according to suggestions of M3010 M3200 M3000 by ITU, our team develop the system of 《 SHENYANG NETWORK COMMUNICATIONS INTEGRATE NETWORK MANAGEMENT SYSTEM》 . The traffic management system should monitor vary of traffic flow and direction,indicator system if worked scientific .The paper is about design and implementation traffic management of the system. The sub-system traffic management is made of four models: data collection module, the everyday target module, the traffic statistics module and the real time alarming module. The paper also offers the part results and analyzes the results. At last we view foreground of application and discusses improvement direction in the future.
