The fabricate technology of Integrate Circuit (IC) still develops as predicted by Moore' s Law. But the capability of IC design is far below to the developing speed of 1C fabrication. When IC designer faces the pressure of Time to Market and the need of deep submicron fabricate technology, a new design methodology need be found. System-on-a-Chip design methodology has become the best solution for the modern IC design industry.This paper describes the design flow, verification and test strategy of SOC design methodology, analyzes and designs architecture and pipeline levels of T2181 DSP for details. Based on SOC design methodology, this paper gives an example of IDMA IP core, which 'is designed according to the standard IP core design flow. Finally, T2181 core is integrated and tested.In the design of T2181 DSP, the SOC design methodology is used as design principle. We succeeded to implement a T2181 DSP, which is total compatible to the instruction set of the ADSP21XX series (the product of 16 bits integer DSP of Analog Devices Inc.). T2181 DSP is the first one designed with Top-Down method in China. We have total Intellectual Property of T2181 DSP.In addition, this paper changed the internal bus structure of ADSP2181 for a lot. "Bus Arbitration" and "Delay Operation" bus control strategy are adopted at same time, which will make the T2181 IP core more suitable for SOC integration.
