Vehicle Independent Navigation System integrates Global Positioning System techniques, Geography Information System techniques, Virtual Reality techniques and modern computer techniques into a high-tech system. It is a important part of the Intelligent Transform System. Its mostly functions are that the mobile vehicle with GPS receiver receives the GPS positioning signals, puts the GPS signals into the navigation computer, calculates the vehicle current positions information (longitudes, latitudes) and storages the positioning information in the database, then displays the mobile vehicle positions in the electronic navigation map which has powerful inquiry function, real-time and successively displays the mobile vehicle moving track, efficiently displays the vehicle exact positions, speed, orientation and detailed geography environment, implements the navigation positioning and map querying, efficiently, helps the motorman rightly control the vehicle to safety and truly arrive at the destination. The Vehicle Independent Navigation System is the Intelligent Transport System' s core. It is the key of road intelligent management.In this paper, I introduce the total scheme many functions and important techniques. That is to make use of the GPS techniques and GIS techniques to receive and calculate the GPS signals, to protract and edit electronic navigation map, to storage the positioning information into the database and display in the electronic map with querying functions, to make use of the VRML techniques to implement the 3D virtual map and to enrich the geography information displayed in this system, to apply the multimedia techniques to make the system have the multimedia information querying functions, to apply the neural network techniques to make the real-time and exact prediction and to solve the navigation problem which is generated by loss of GPS signals, to achieve the successive navigation positioning of the mobile vehicle. In the end, the Vehicle Independent Navigation System implements the independently navigating, independently positioning, information querying and map displaying. In this paper, I study the hardware and software of the vehicle navigation system. I introduce GPS techniques, GIS techniques, multimedia techniques, VRML virtual reality techniques, the protracting and editing of the electronic map, the displaying and querying of the electronic map, the applying of the neural network in the vehicle positions prediction and the management querying of the database.
