In this paper, The present application and developing state of software component technology are studied and a practical component development methodology based on Object Modeling Technology(OMT) is proposed. With this methodology, a road charge management system is developed.OMT is an object-oriented software modeling technology. It uses threemodels named Object Model, Dynamic Model and Functional Model to describe an application system from different view. The object model describes the static relations of the objects in the system, the dynamic model depicts the process of transition of the object status and the functional model describes the system function.The software component technology is studied, especially the every step of software development process based on software component technology. Because of the lack of reuse components and frameworks, a practical process of CBD is recommended and a component development methodology based on OMT is presented.In the end, a closed type road charge system is designed for a practical application. In the system, a three_tier distributed structure based on Microsoft Distributed Component Object Model(DCOM) is used. Using OMT and the component development method proposed above, the system is analyzed and developed, and some reuse components in the field are developed.
