The 3G has been the hotspot recently not only in the Telecommunication Industry but also in the Area of Media. The aboil competitions, which were accompanying with Standards, System Framework and System Termination Applications, broke out not only among every government but also among all the manufacturers and all the operators. At the same time, with the improvement of the technology level and the expansion of the network system, the maintaining cost increases dramatically, and become the big part of the equipment cost, an efficient and convenient Telecommunication Management of Network became a important factor in the competition between the Telecom equipment vendors.NodeB, the important fundamental equipment, has a complicated structure. Its performance configuration, debug-ability, fault detecting, and system update and so on play an import role in the operation and maintenance of the whole communication system. This paper makes out a convenient and efficient resolution through study of the operation and maintenance of WCDMA NodeB.During the development of the subject, we firstly studied and discussed the 3GPP TS 32.10K 3GPP TS 25.40K ITU-T M.3010 and other related protocol fully. And researched deeply into the internal structure of WCDMA NodeB, management network of NodeB and the operations, on the base of the detailed analysis of typical management model of TMN, we give out a management model and protocol model of (O&M) of NodeB, and implement it wholly.NodeB O&M operates and manages more than 50 boards on the NodeB. The design of software system of the management model is depend on many factors, including, system functionality, system structure, the characteristic of the management information, the hardware environment and the current technology level. The design and implementation of the system is very complicated.
