With the rapid development of telecommunication technology,the scale of telecommunication market in China has been further enlarged. The equipments operated in the networks become more and more sophisticated ,while lots of newly-introduced services result in more and more workload as well as increasing expenses on managing and maintaining the networks for the operators. It is imperative for the operators to monitor the networks operation better, to improve the efficiency of maintaining networks,to reduce operation costs and to improve the service quality by using integrated management system.As a subsystems of LMT (local maintenance terminal system), PMS (performance management system) focus on real time date which reflects the NodeB performance. According to the date, we can find out the state of the NodeB and solve the problems as soon as possible.According to the methodology and specifications of LMT,this thesis gives the design of the performance management subsystem of the local maintenance terminal system .According to the architecture construction theory,the performance management system designed with the object-oriented technology. This thesis's contributions focus on:·General introducing performance management system;·Introducing the framework of performance management system;·Designing and implementing all sorts of functions module in performance management;·Presenting key technology in performance management system; Detailed designs of functional modules of the performance management are given as an example of system implementation in C++.Reliability and expandability are also considered.By building performance management platform, solve the shortcomings of the poor extension, maintenance difficulties and the lack of flexibility in customization features of the existing products. This platform with the performance-management model of XML as document-driven, can achieve the non-coding technology of the performance management basically. The following maintenance work is mainly focused on the maintenance of XML documents. It reduces maintenance costs and increases the speed of solving demand for products.
