With the development of the technique of measurement and LSI (Large Scale Integrated Circuit), traditional electronic measuring instruments are geared to minimization, intelligentizeation and integration. Additionally, with the wide use of computer and the application of Windows programming, virtual technique is gradually applied in the field of electronic instruments. Thus, virtual instruments are formed. But, the technique in china is left behind international advanced level.With the technique of Windows programming, EPP interface, EDA, FPGA and so on, a system is developed in this paper, which integrates four traditional instruments. The four virtual instruments are: intelligent signal generator (by applying DDS technique), digital storage oscilloscope (by applying real time sampling and equally sampling technique), frequency detector (with a new method of frequency detection), and network analyzer in frequency which can get the characteristic of outer network in frequency domain and in phase domain. A new method of frequency detection without ±1 error in computation is also presented in this paper.
