This paper designs and develops an output system of MPEG-2 transport stream. The system can work with HDTV terrestrial transport system and be able to increase the overall design of the HDTV system and accelerate the industrialization of .HDTV.This paper studies deeply how to transform the MPEG-2 original transport stream into another kind of stream which is suitable for sending. The new stream should be sent to HDTV transport system through PCI Bus with a controllable frequency. It involves the changing of transport rate of the stream, the transformation of PCI Bus to Add-On Bus, the transportation of the stream with any needed frequency and the design of the complicated FPGA.Firstly, PCR information is extracted from the stream, which determines the transport rate which is the reference to the transformation. The transport rate is transformed through inserting null packets into original stream; Secondly, a new scheme of transforming PCI Bus to Add-On Bus is proposed by using S5920 of AMCC. A powerful FPGA is designed to finish sending the MPEG-2 transport stream stored in hard drive of the computer continuously with any needed transport rate through PCI slot; Finally, this paper realizes sending MPEG-2 null packets successfully. An FPGA generates the null packets, while a DDS(AD985 1) controls their transport rate. The packets are sent via two kind of interface----SPI interface (25pin) and 40-pin interface.
