A Study On The Implementation Deviation Of Student Loan Policy For Impoverished Student In China

As an important aspect of education poverty alleviation policies,the universities of poverty alleviation will have important reference significance for measuring the current precision poverty alleviation.After more than 20 years of development and improvement,our country’s national student loans have been initially effective,but there is no doubt that our country’s national student loan policies still have some problems in the implementation process,which has led to policy implementation deviations.However,in order to promote education equity,equal education opportunities,do a good job of poverty alleviation in education and help the national targeted poverty alleviation work,it is of great significance to identify the deviation performances of our national student loan policy and put forward corrective measures.Based on the Policy Implementation Process Model,this study uses the“Ambiguity-Conflict”Model and Field Theory to construct the analytical framework.Using text analysis method and interview method as the main research methods,this study investigates the implementation deviation of student loan policies for impoverished student in China and identifies the performance of policy implementation deviation.It mainly includes:first,the target group positioning inaccuracy deviation-the standardization standard for impoverished student is not differentiated;the identification process is not rationalized;the target group cognition is not ideal;second,policy execution rights matching deviation-central and local goals are out of sync and the design of the executive body is not reasonable enough;third,supporting policies environmental deviation-the effect of honesty education is not good;a national credit system is lacking.Based on these deviations,using the field,capital and habit of the analysis unit,the researcher explains the cause of policy implementation deviation.It mainly includes: first,the power of policy implementation is not balanced;second,the capital structure in the field of policy implementation is not suitable;third,habits in the field of policy implementation is alien.Finally,the correction measures for the performance and reasons of implementation deviation of student loan policy includes specifically: first,government and social need to strengthen linkage and legislative construction;second,banks need to explore policy bank formation and systems of recruitment and repayment;third,universities need to improve the system of funding and educational funding.
