Research On The Problems And Countermeasures Of Student Financial Aid Policy Implementation In Independent Colleges In Sichuan Province

Under the background of popularization of higher education,the financial aid policy for college students provides the widest range,the most funds and the greatest economic guarantee for solving the problem of students dropping out due to family financial difficulties.As a new mode of higher education,independent colleges have gradually matured after more than 10 years' development.At the same time,they have formed a large group of poor students,and the difficulties of subsidy policies has become increasingly prominent.This thesis took independent colleges in Sichuan as the research object,interviewed teachers and students of 7 independent colleges in Sichuan Province including Tianfu College of Southwestern University of Finance and Economics.The limited funding,irregular policy,and heavy work of financial aid personnel are the common problems.At the same time,592 survey results and opinions were obtained by distributing online questionnaires to students from 7 independent colleges,which provided data for the further analysis.The study found that the lack of funding policies specifically for independent colleges,the inconsistent standards of poverty identification,and the inadequate implementation of policies are important manifestations of the current imperfect funding policy system and are also the main problems in policy implementation.At the same time,staff and students also have impact on the implementation of the policy,for example: staff mobility,lack of professionalism,lack of process supervision,students not paying attention to the policy and other outstanding issues.The reason is the special identity of independent college,which is facing the transition period.The future development positioning is still uncertain.Secondly,the independent colleges are private enterprises.The staff generally suffer from poor treatment and great pressure with no development prospects.The school pays little attention to the funding work.There is almost no supervision management and in-depth research on the work.As for the students,the main manifestations are the poor quality of students.The number of poor students is large.The pressure of financial aid is huge.The majority of students do not attach importance to the policy.In order to improve the implementation of the subsidy policy,the paper puts forward suggestions on optimizing the implementation conditions of the policy,strengthening the staff's career development and students' collaborative management.The way of quantifying the criteria for identifying through data analysis,building a diversified funding system by the government,optimizing the salary of the staff,clearing the assessment indicators,establishing a dynamic student database and so on.And then,the implementation of the funding policy in independent colleges in Sichuan Province can be effectively improved.
