An Analysis Of The Financial Aid Policy For Poor College Students In Shaanxi Province

At present, China’s reform has come to a "deep water" area. Subsidization for impoverished college students, which is closely related to educational equality, has attracted attention from all walks of life. How to complete and implement the subsidization policy and give full play to the subsidization system has become a prominent problem for the deepening of China’s educational reform, especially for Shaanxi Province.Based on Applied Management Science, Pedagogy, Economics and other subject theories, this paper conducts a theoretical analysis of the subsidization policy for impoverished college students. On this basis, this paper launches an in-depth investigation into the subsidization practice in Xianyang Normal University, a local college in Shaanxi Province. The investigation consists of three parts:poor college students’situations, files of the subsidization policy, implementation of such policies. Combining the current college subsidization situation of Shaanxi Province, this paper also probes into main problems existing in the subsidization policy of China’s universities and the corresponding solutions have also been proposed.This paper finds that there are some prominent problems existing in the subsidization policy for China’s impoverished college students. First, concepts for poor students’ subsidization require an urgent update. Second,administrative department for education didn’t pay enough attention to the recognition for poor students. Also the recognition procedure is complex and is likely to bring some psychological burdens for students involved. Third, subsidization system needs to be completed and more subsidization methods need to be proposed. Focusing on the above problems, this paper proposes several suggestions as follows: further update the subsidization concept, complete subsidization system, accelerate legislation construction, pay more attention to the recognition for poor students and ensure its fairness and validness, emphasize material as well as spiritual assistance, construct coordination and cooperative mechanism among the government, financial institutes and colleges to complete loan subsidization system. Also more subsidization ways need to be found, more social sources need to be discovered.
