The policy is the party and the nation in a certain historical period to achieve certain goals set by the code of conduct and action guide,the implementation of public policy is the decisive link of public policy objectives are realized.Labor skills training for the purpose of promotion is the changing structure of labor skills,improve the labor quality,forming skills match the development of social economy structure and skill levels of workers.As a rule and standard of the training system,a good labor training transfer employment special subsidy policy can build a beneficial system space for the practice of skill promotion training.Since the implementation of the policy have achieved good results,but in the process of execution due to the labor force training special employment subsidy policy itself is not enough refining,capital allocation,and on the basis of the lack of objective and scientific,the execution policies have different standard,special allowance budgeting is not standard,poor enforcement of executive main body and policy execution environment,executing the object is not cooperate with factors such as,produce problems,executive deviation to the normal play of special subsidy gap,not special subsidies should have the benefit of policy implementation deviation and variation etc.The phenomenon,cause the policy implementation from high to low,influence the realization of the public policy objectives.However,reform can change this phenomenon and ensure a better and more efficient policy implementation path.This paper adopts literature research,case analysis,the combination of questionnaire survey method,the D area of [need to solve the problem of why can represent the Guangdong area A,so we are in A zone of the detailed data to illustrate the problem of Guangdong province.Divided into two segments,the focus is on data based on A zone] transfer training line labor,summarized the special subsidy policy implementation deviation phenomenon analysis,from the perspective of public policy implementation deviation at the root of this transfer training to analyze labor the current situation of special subsidy policy,the cause of deviation,aiming at the problems at present,From the aspects of overall management,implementation subject,and training system,this paper puts forward the views and Suggestions on further optimizing the special employment subsidy policy: By pushing mechanism to perfect the policy system,enhance the policy execution of executive main body,optimize the environment of policy implementation supervision legal system,improving the policy execution of policy object recognition and optimization of policy implementation methods,such as cooperation degree,special subsidies for promoting rational allocation,form the normative capital allocation procedure,improve the performance of using special subsidies and deal with public policy in the middle of the formulation and implementation,the problem of the relationship between the government and local government at the provincial level,has a far-reaching and positive role in such aspects as to labor transfer employment training mechanism run more smoothly,to achieve better results provide valuable reference.
