Research On The Implementation Status And Optimizing Suggestions Of Graduate Subsidy Policy In A University

In 2014,according to the principles of new methods for freshmen and old methods,China implemented a comprehensive charge system for postgraduates,which marks that China's postgraduate education has entered a comprehensive charge era.According to the educational statistics published on the website of the Ministry of Education of the People's Republic of China,the number of Postgraduates in China reached 2.63 million in 2017.How to combine the funding system with the rational training of postgraduates and the scientific development of postgraduates has become the focus of social attention.A University is a Province-Ministry co-established university,the first batch of local universities in China to obtain the right to grant master's degrees,and the first batch of institutions of higher learning in Jiangxi Province to carry out postgraduate training.At the same time,as an agricultural university,the proportion of graduate students in rural areas is relatively high,and the probability of poor students is relatively high,which has a typical reference value for the study of the implementation of graduate student subsidy policy in Colleges and universities.The purpose of this study is to improve the implementation of graduate student subsidy policy in A University,and to analyze the implementation of graduate student subsidy policy in developed countries,especially in the United States,Japan,the United Kingdom and other three countries.At the same time,393 valid questionnaires were collected through questionnaires and interviews.By using descriptive analysis and binary logistic regression analysis,this paper systematically analyzed and studied the current situation of the implementation of graduate student subsidy policy in A University from the aspects of policy awareness,implementation status,implementation satisfaction and satisfaction factors.Through the analysis and research,we know that the implementation process of the graduate student subsidy policy in A University is still not perfect,and there are many shortcomings.At the level of funding policy-making,the state-funded projects are the main ones,and there is a lack of funding mechanism for local universities in local governments and universities;at the level of funding policy implementation,there are some problems,such as lack of transparency,unclear and unreasonable assessment methods,imperfect evaluation rules;at the level of funding access,scholarship coverage is less,and funding source ratio.In terms of propaganda,graduate students have a superficial understanding of the subsidy policy and do not have an effective understanding of its overall.Based on the systematic analysis of the results of the above empirical investigation,and combined with the theory of education cost sharing and human capital,this paper puts forward some suggestions for the optimization of the implementation of the grant policy for graduate students in A University: first,to improve the grant policy system and establish the grant management system;second,to improve the scientific and impartial evaluation of graduate scholarships;third,to strengthen the publicity of the grant policy;fourth,to expand the grant policy.The sources of funds should be channelled to encourage the pluralistic participation of the society.Through the above countermeasures and suggestions,it will be helpful to promote the implementation of the graduate aid policy in local agricultural universities.
