There has been great rise in enrollment rates of senior high school in China since 1990s. For high school education is not compulsory, the degree of concern for high school poor students founding from society is far less than that of compulsory education funding and higher education funding. The issue of Views on the establishment of state-sponsored system of high school students from poor families in September 2010 marks the foundation of Subsidy policy system for Ordinary high school poor students from a system perspective. However, there is still big gap between the political plan and the realization of policy objectives.According to The survey, the increase of government funding brings out the crowding-out effect in subsidizing Ordinary high school poor students. The founding majority has been shifted; the investment from society has been increased year by year. various founded projects tend to be assimilated during the practical operation. The function of "Award for excellent" is enhanced while its "poverty alleviation" function is weakened. From the four dimensions:Policy advocacy, policy implementation, the effects of policies and target groups, the author analyzes the implementation process of subsidy policy for high school poor students, it is showed that the overall effect of the subsidy policy publicity is not so contenting, students are relatively satisfied with the implementation of student funding policy, dropout rate was significantly lower, educational equity has been achieved, students’ economic pressure has been greatly alleviated, students’ sense of social responsibility and the confidence to complete their studies have been enhanced. But the enlargement of subsidized coverage has led to the emergence of funding adverse incentive. At the same time, the author uses methods like independent samples T-test and ANOVA analysis to analyze the funding policy implementation differences in population characteristics of Sociology. The analysis showed that the evaluation of low-grade students on the implementation of the subsidy policy is significantly higher than that of the grade three students; students of higher marks give higher evaluation of the implementation of the subsidy policy, on whom greater impact did the implementation of the subsidy policy have. It has great relation with the tendency of "Award for excellent" directed by the College Entrance Examination baton during the implementation process.To improve the implementation of the subsidy policy of the high school poor students, and promote the better achievement of educational equality. We need to refine the standard of identifying poor students, improve the operability of school program for identifying the poor students to raise the cost of dishonesty. Meanwhile, the funding work should be more transparent and the asymmetry of information needs to be eliminated, and full play should be given to the role of educating people.
