The charging for high education has always attracted the public's special attention. Since the reformation of college recruitment in 1997, we have ended the history of"No tuition for entering college", and all colleges have begun to charge their students since then. It has realistic meaning in increasing the education investment, alleviating the shortage of the education finance. But in this process, the key problem is that the standard of the tuition is too high, the increasing speed is too fast, which has caused heavy economic pressure on the ordinary families. The basis of our charing system is the"Cost Sharing"theory. Then at what level is the tuition reasonable? Which standard should we choose? The people are looking forward a scientific, reasonable, stable, fair tuition system.This paper is devided into four parts.The first part briefly review the five main theories about tuition, describing the reasonable factors.This is the basis of this paper. The second part try to find out the main problems in our charging system by reviewing the forming and developing history and comparing it with the foreign countries. The third part analyze some influential factors affecting the tuition in detail by using the theory of Cost Sharing theory, which laid a solid foundation in the tuition standard. In the fourth part , with the analyze of warfare of the society , we put forward the meaning of the discriminative charging, pointing out that the tuition should be made according to the destrict difference, school difference, subject ditterence. There should be some difference between specialities. It will meet the students'personal needs, and can improve the efficiency and resource allocation in higher school. Therefore, based on this results we presents the practice conception and discusses the implement of discriminative charging of higher education and brings forward the establishment of discriminative charging system, which would be a reference for the relevant departments to decide the charging policy.
