Formulating the Higher Education Tuition Standards is a kind of work with plenty of practice and theories, and for each investment subject like the state, universities, educated individuals and their families, it is also the key to promoting the benefit equilibrium’s realization. This requires the standards having not only scientific explanation, but rational realism. On the basis of analyzing and summarizing the current Higher Education Charge System, about their existing problems and how their implementation and transition promote high education’s development, this research aims to construct a higher education tuition pricing principle, in which taking governmental responsibility as public choice, training cost as logical start and affordability as economic ethics, with relying on the theatrical framework of Higher Education Cost Sharing System and linking up the economic prospective of Public Good Theory, Human Capital Theory and Price Regulation Theory. In order to empirically analyze levels of Higher Education Cost and the contradiction, which is triggered by training cost and current charging standard among majors, and calculate students’affordability by the datum of statistical yearbook, this research starts from the connotation of training cost, draws on basic thoughts of Accounting Application and utilizes actual financial datum from13representative undergraduate colleges and4higher vocational schools in Jiangsu, by some related laws about educational activities except for theatrical analysis. Through empirical analysis of these factors and the method of Linear Programming and Date fitting, it constructs the price optimal model of Standards and solution-verification model of actual payment datum, which is from the Function Value Survey in Jiangsu’ universities, as a result, get the optimal tuition standard in line with Jiangsu’ economical development and current higher educational funds. In this paper, it takes the personnel training quality of universities as core index, the minimum of fund demand as objective function and residents’ affordability as the constraint condition. At last, by purpose of promoting universities’ sustainable development and by security of standardized supporting measures, this paper studies and establishes some more perfect and feasible Higher Education Tuition formulating strategy under the Principle of "Good Price, High Quality", so as to achieve the optimal configuration between invest mental reform and educational resource and guide a improving quality of personnel training for Jiangsu Higher Education stepping into a connotation-strengthening, quality-improving and sustainable orbit.
