Along with the inplementation of charging system of highereducation in china, the problem of how to charge has aroused people' sdiscussing and turns into the hotspot of all people. This paper pointsout that the charging system does not turn into the price mechanism andnot improve the efficiency and resource allocation in higher education.Therefore this paper puts forward the viewpoint of discriminativecharging pointing out the singularity of standard of the charging systemexercising economics theory and statistic data. Discriminativecharging is analyzed and demonstrated in the paper, for instance, thequality difference in high school demand "high grade-high price" ; thecrowd effect between specialties who departures the individual incomeratio of higher education requires distinction increasingly; thedifferent externality between applied subjects and fundamentalsubjects calls the rationalization of charging discriminatively;individual discriminative charging via scholarship and subsidy canmeet the citizen' s need of attending higher education because the mostneedy students in higher education become more and more. In the thirdpart, the paper analyses the economic significance indepthly,illustrates discriminative charging will increase the welfare of thewhole society. Therefore the discriminative charging of highereducation is necessary and to be certainty. So we should not use theentrance examination to university to allocate higher educationresource merely, also price means. Accordingly, this paper presentspractice conception and discusses the implement of discriminativecharging of higher education and brings forward the establishment ofthe mechanism of formation, regulation, and supporting standing by theprinciple of discriminative charging. Therefore the charging system ofhigher education become more regular and the distribution of resourcetends to social optimization.
