Research On The Compulsory Education Policy For The Children Of Migrant Workers

The compulsory education of migrant workers' children is a major issue,which is related to educational equity and social fairness in China.In the current educational interests pattern and policy context,migrant workers' children have suffered serious exclusion of compulsory education policy in city.Therefore,from the policy point of view,what the actual demands are for migrant workers' children to accept compulsory education? Whether the existing compulsory education policy response to the needs of migrant workers ' children or not? What factors are restricted to the urban compulsory education of migrant workers' children? How to protect and meet the needs of migrant workers' children in compulsory education?The study is based on the real educational needs of migrant workers' children,to use the tool of policy exclusion theory to study the policy problem of migrant workers' children in compulsory education.On the basis of combing the existing compulsory education policy of migrant workers' children,to use the theoretical framework of policy exclusion to establish an analysis model of compulsory education policy and examine the exclusion problem of compulsory education policy by the analysis model,which are explicit exclusion problems,implicit exclusion problems and game exclusion problems in policy.At this stage,the compulsory education interests of migrant workers' children is excluded from the lack of protection on educational legislation,policy formulation,policy implementation,supervision and evaluation in policy,household registration system and the allocation of educational interests,the expression of policy target group.On the basis of analysis of the reasons in policy exclusion,The article puts forward the governance paths for policy exclusion from legal aspects,policy aspects and the mechanism of supervision and protection.Firstly,to develop the law of migrant workers' children in education,clear the legal responsibility of the responsible person in policy and enhance the operability of educational legislation;Secondly,to protect the educational rights and interests of migrant workers' children from the establishment of policy diversification mechanism,strengthening the coordination of the main implementation of the policy and improving the mechanism of education funding;Thirdly,by improving the ability of the target groups to express their requirements and implementing of administrative oversight and accountability,to build the supervision and protection mechanism of education interests for migrant workers' children in which migrant workers can participate in the process of policy to ensure that policy is in line with the interests of migrant workers 'children.And ultimately to protect and fulfill the real education needs of migrant workers 'children.
