The education problem of rural migrant workers'children has been emerged with the urbanization of rural areas, whether the children can enjoy compulsory education smoothly is a focus that has to be concerned by the society and the government. The announcement on how to further improve compulsory education of rural migrant workers'children is sued by the ministry of education and other five ministries in September,2003, has confirmed the policy"charge by the government at the destination and based mainly on public primary and secondary schools", to solve the compulsory education issues of rural migrant workers'children. It can be said that, the issue of the policy of"two priorities"is the effective measure of the government to solve this problem, it provides policy guarantee for rural migrant workers'children enjoying equal compulsory education. However, the proclamation of policies doesn't mean solving all problems. There are a series of problems in the course of policy implementation that this policy can not be effectively fulfilled, the educational situation of rural migrant workers'children is still not optimistic. This article summarizes the problems in the course of policy implementation and explores the deep reason, then puts forward some constructive suggestions in order that the policy of"two priorities"can be carried out and the rights and interests of the rural migrant workers'children can be effectively protected.This article consists of five parts. The first part briefly introduces the proposal of the question, the definitions of some concepts and research methods etc. The following part summarizes the background, development and value orientation. The third part summarized and explained the problems in the course of policy implementation. The fourth part analyzes the reasons for the problems, including some institutional barriers and the flaws of the policy of"two priorities". The final part is the focus of this article, some constructive suggestions are proposed in order that the policy of"two priorities"can be implemented effectively.
